The Executive Council Office is the centre of excellence for the Government of Yukon. We are leaders in the modernization of government standards and processes. We provide central strategic advice to advance government priorities through policy development, communications, intergovernmental relations, Indigenous relations, major project management, youth initiatives, Indigenous and scientific knowledge science and by supporting the Yukon Water Board and the Commissioner's Office. We also provide direct support to the Premier and Cabinet.

The opportunity

The Yukon Water Board is an independent administrative tribunal established under the Waters Act. The Yukon Water Board Secretariat provides administrative support to the Board, works on the Board's behalf, and is staffed through the Executive Council Office.

The Yukon Water Board Secretariat is seeking a Manager of Licensing. This position is responsible for leading a team of Licensing Officers to support the Board's licensing process with responsibilities under the Waters Act and for certain functions of the Placer Mining Act.

Reporting to the Director of the Secretariat, the Manager is responsible for managing the daily operations of the unit to ensure the efficiency of workflow, consistency of service standards, and fair application of new regulations, rules, and procedures. The Manager also provides consistent advice to applicants and industry during the project planning and application stages and supports the Director and Board with technical and licence-specific advice.

Essential Qualifications:

  • Post-secondary degree in environmental science, natural resource management, physical, natural sciences or other related fields.
  • Strong leadership skills and experience leading or supervising a work unit.
  • Experience working with and interpreting legislation (preferably Waters Act, Quartz and Placer Mining Acts and Yukon Environmental and Socio-economic Assessment Act).
  • Experience conducting research and providing recommendations, preferably in a regulatory or advisory context.

Candidates who have education, training and/or experience equivalent to the essential qualifications listed above may be equally considered.

Desired Knowledge, Skills and Suitability:

To best support the achievement of key strategic and business objectives, candidates may be assessed on:

  • Post-secondary degree in environmental science, natural resource management, physical or natural sciences or other related fields.
  • Strong verbal and written communication skills, including presentation skills.
  • Ability to manage multiple complex applications to produce effective results under tight timelines and changing priorities.
  • Demonstrated relationship-building skills to work with applicants, industry, First Nation governments, other government departments and the public; and
  • Excellent attention to detail to identify inconsistencies and errors in application documents and when drafting authorizations.

Additional Information:

Conditions of Employment: Valid Yukon Class 5 driver's license

Job Requirements: Travel within the Yukon by both ground and air.
