Position Summary

The City of Regina invites applications for the role of Director, Parks and Open Space Services. This leadership position is responsible for managing and enhancing the city's parks, athletic fields, cemeteries, golf courses, urban forests, and open spaces. By developing strategic initiatives and fostering community partnerships, the Director will ensure residents enjoy access to high-quality natural spaces and outdoor facilities.

Reporting to the Executive Director of City Planning and Community Services, this position plays a vital role in shaping the city's policies and delivering on its vision of sustainability and community well-being.

Key Duties & Responsibilities

  • Strategic & Operational Leadership:
    Develop and execute comprehensive strategic and business plans for the department, aligning with city-wide priorities. Oversee program delivery, performance metrics, and regulatory compliance.
  • Financial Management:
    Lead departmental budgeting, revenue creation, and financial analysis. Support revenue-generating initiatives, including golf courses and cemeteries, while ensuring prudent financial management practices.
  • Stakeholder Engagement:
    Represent the City in negotiations, partnerships, and consultations with community organizations, advocacy groups, and governmental bodies. Serve as the primary spokesperson for departmental initiatives.
  • Human Resource Leadership:
    Oversee workforce planning, employee engagement, and talent development within the department. Foster a positive, inclusive, and safety-oriented culture across the organization.
  • Risk & Quality Management:
    Establish and monitor risk management frameworks and quality improvement strategies. Ensure adherence to municipal, provincial, and federal legislation and the implementation of best practices.

Key Qualifications

  • Extensive experience in leadership roles focused on parks, open spaces, and urban development.
  • Knowledge of municipal operations, particularly in urban forestry, pest control, park maintenance, and recreational facility management.
  • Exceptional communication, negotiation, and interpersonal skills, with demonstrated success in managing high-profile stakeholder relationships.
  • Proficiency in strategic planning, financial stewardship, and performance management.
  • Strong problem-solving abilities with expertise in analytics, business modeling, and scenario planning.
  • A background in leading initiatives serving diverse populations, including seniors, children, Indigenous communities, and newcomers.
