Job Description

  • (Internal Title-Property Services IV)
    • Reports to the Associate Director of Land Use Planning and Captial Projects
    • Represent clients in the provision of professional planning services to members of the Public
    • Conduct research and analysis required to provide professional advice and recommendations relating to land development, long range planning and policy development that ensures the quality of life in Haldimand County is sustained or improved
    • Ensure compliance with relative Provincial Legislation and Municipal by-laws, policies and processes related to the services and advice provided
    • Undertake the evaluation of major development initiatives or proposals ensuring compliance with Municipal and Provincial policies and regulations utilizing professional judgement and planning principles
    • Interpret government agency regulations and ensure compliance with same in accordance with the Memorandum of Understanding between Municipalities and the Province
    • Maintain and foster corporate goals by ensuring public access to and participation in the planning process
    • Chair & coordinating meetings to review planning, development and policy proposals
    • Attend meetings to provide and receive information relative to development proposals when and as required
    • Negotiate solutions whenever possible between government agencies or the public in matters of competing interest
    • Review and evaluate development submissions and reports, provide professional planning opinions or recommendations to senior staff and Council.
    • Prepare and present reports relating to planning proposals and issues and make recommendations (which may include conditions of approval) to clients
    • Prepare and administer development agreements on behalf of the clients ensuring compliance with municipal policies and procedure
    • Prepare Official Plan Amendments and land use by-laws such as zoning, holding, interim control, part lot control, temporary use and site plan, for consideration and approval by municipalities
    • Project manage various major and complex projects and programs, including issue-specific and general policy initiatives
    • In terms of specific projects, responsible for managing peer reviews; preparation of terms of reference documents; assisting in retention of consultants; and other aspects of study or project to be undertaken
    • Research and prepare reports or assist in the preparation of long-range planning studies related to planning and development issues as well as economic development issues
    • Assist in developing and implementing community engagement strategies
    • Develop and maintain public awareness for the various land use policies, always being receptive and responsive to public feedback including representing clients at public gatherings
    • Conduct statistical analysis; long-range planning; economic studies
    • Develop and maintain related databases
    • Prepare and give expert planning testimony at Local Planning Tribunal (LPAT) hearings individually or in consultation with the County Solicitor
    • Assist solicitor in preparation to cross examine witness(es) at LPAT hearing(s) when and if required
    • Provide advice and information to client staff including Building Inspectors and By-law Enforcement Officers
    • Implement internal processes to efficiently manage work flow and provide good quality customer service
    • Undertake tasks or work assignments as directed by the Manager
    • Must be a team player with a commitment to quality customer service
    • Supervise the acquisition of all types of property requirements and the implementation of a Property Acquisition strategy
    • Manage and support the review of property requirements to ensure conformity with scope, policy, and applicable legal principles of land ownership and transactions
    • Oversee project design drawings to ensure the Property Acquisition strategy aligns with the design and scope
    • Collaborate with design and engineering in identifying property requirements and related challenges and risks. Propose mitigation strategies and mentor team members on the same
    • Examine and finalize reports, presentations, letters, and draft agreements prepared by staff
    • Prepare financial models and analyses of project property cost estimates and feasibility
    • Draft and organize the development and updating of property-related sections and schedules to Project Agreements (PA)
    • Create and implement project monitoring frameworks
    • Guide staff in their responses to RFIs, Change Requests, and other client and contractor inquiries
    • Advise and support negotiations and negotiators
    • Interface with clients, the development industry, and contractors to assess, and support the integration of Transit-Oriented Communities or Developments (TOC or TOD)

Qualifications

  • Experience:
    • 10 years of direct land use or policy planning experience in Ontario
  • Education:
    • Bachelor's degree in real estate, Planning, Business Administration, Engineering, or a related discipline
    • Master's degree or University Degree in Urban & Regional Planning or four years or equivalent (Planning or related field), or equivalent
  • Licenses OR Certifications:
    • Member in good standing of Canadian Institute of Planners (C.I.P.) and a Registered Professional Planner (RPP) in the Province of Ontario
    • Holding certifications or membership in a relevant professional association, industry board, or event such as OPPI, etc. or relevant provincial/country equivalent
  • Skills and Competencies:
    • Sound knowledge of relevant legislation, regulations, policies and procedures
    • Proven organization, analytical and time management skills
    • Proven project development & management skills
    • Proven ability to work independently or as a team member
    • Valid Ontario Drivers license - Class G and access to a reliable vehicle as travel is required
    • The incumbent must possess intermediate and advanced computer skills to ensure their proven ability to use desktop or specific software packages (excel, word, PowerPoint, GIS software, Bluebeam, etc) on their own or combine information from different software packages to get the desired result
    • Solid understanding of the software to enable the incumbent to know the best tool to do the job efficiently
    • Knowledge to utilize software to develop quality reports, professional looking presentations, publications or to develop complex spreadsheets for analysis or presentation of data (including use of formulae)
    • Extensive knowledge of and experience with the entire Property Acquisition process
    • Strong understanding of the expropriation process
    • Extensive infrastructure experience
    • Expert grasp of real estate and property and development
    • Proficient in development projects including heritage, planning policies, and approvals required
    • Ability to work within multi-disciplinary technical teams to resolve issues
    • A sound understanding of construction methods
    • Experience leading the Property Acquisition strategy on high-complexity project elements
    • Great people skills and ability to communicate effectively with a variety of internal and external stakeholders
    • Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
    • Keen eye for detail and adept problem-solving abilities
