Reporting to the Project Manager, the Senior Project Engineer (SPE) is responsible for the development and preparation of Project related plans - (e.g. work plans) and is accountable for coordinating, controlling, monitoring and supervising multi-year, multidiscipline capital program projects from inception, definition of scope, planning, design, procurement and construction, through commissioning and handover to project close-out in accordance with the project scope, schedule, budget and quality assurance parameters
The SPE is responsible for coordinating various components of one or more projects concurrently. Each assigned undertaking may contain numerous design and construction contracts. This also includes detailed administration of the work including ensuring that the project/contract files are complete and up to date and that the documentation is in accordance with the established project filing system for the department
As a Senior Project Engineer, you will develop the project concept and scope of work; supervise, co-ordinate and monitor the design process; manage consultant, suppliers and in-house design assignments by monitoring progress and performance against established terms of reference and work plans; manage the preparation of construction contract documents; provide assistance during tender period; provide engineering support during design, development and commissioning; and prepare the capital budget submission
Resolve day to day issues and conflicts that arise among designers and other stakeholders over duration of the contract; direct engineers/designers to ensure changes to contract documents are done promptly and completely; conduct/attend meetings with external agencies and governments departments as required; prepare project status updates for inclusion into various reports e.g. Project Summary Reports, and project presentations to senior management; prepare and reviews project administration documents; and maintain competency by attending seminars and courses (internal and external) in areas of technical, contractual and professional development related to job requirements
Ensure compliance with regulations and guidelines for the practice of professional engineering in the Province of licensure including but not limited to professional responsibility, Engineer's duty to report, use of the Professional Engineer's seal, due diligence, report writing, giving opinions, communications, confidential information, data gathering, and site investigations
Perform day-to-day project-specific engineering tasks and duties as planned and identified
Forecast and execute appropriate engineering means and methods to complete the assigned tasks and duties on medium-sized projects or elements on larger projects or programs from inception through to completion
Review and ensure adherence to the scope, schedule, and budget
Evaluate project effectiveness in engineering by consulting with various stakeholders
Establish and interpret progress reports, proposals, and presentations, to project and client team

Qualifications
Experience:
Minimum of 8 years of experience in an Engineering area of specialty
Education:
Bachelor's degree in Engineering in a related area of specialty
Licenses OR Certifications:
Holding recognized PEng. licensure in the province of practice
Skills and Competencies:
Comprehensive knowledge of current engineering principles and practices combined with a comprehensive knowledge of project management principles and practices, including conceptual planning an all phases of design
Familiarity with project management information systems and reporting as it relates to control of scope, scheduling, and cost
Comprehensive knowledge of construction techniques and practices, contract administration, construction inspection, and knowledge of the Construction Act
Sound judgement, highly developed management, organizational, interpersonal, oral and written communication skills
Ability to assess and reorganize priorities to suit changing requirements
Demonstrated ability to manage a number of large multi-disciplined projects in a timely fashion, within budgets and to an expected level of quality
Excellent analytical and problem-solving skills; as well as technical report writing skills
Demonstrated ability to motivate and influence a diverse group of internal and external project stakeholders, must exercise tact and diplomacy when providing direction and support to others
Managing the preparation of construction contract documents, working with other Departments, and supervising Consultants during the preparation of technical specifications, drawings, and commercial terms
Comprehensive knowledge of project management principles and practices, including conceptual planning, risk management and quality management
Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees

Thorough understanding of prevailing engineering means and methods
Advanced skills in Microsoft Office
