About the Facilities and Capital Planning Branch:
The Facilities and Capital Planning Branch is responsible for managing the Ministry's infrastructure and facilities across Ontario. Acting as the key connection between internal program areas and external partners, we oversee a wide range of sites, including correctional institutions, probation and parole offices, OPP facilities, forensic laboratories, animal welfare facilities, fire and emergency training centres, corporate offices, and specialized training locations.
We lead strategic and financial capital planning efforts, manage service and contract agreements, and oversee property services and major capital projects. Our work ensures that facilities are safe, functional, and able to support critical ministry operations—from public safety and law enforcement to emergency training and animal welfare.

About the job
In this dynamic role, you will:
• Lead strategic initiatives, including the Asset Management Plan, Justice Sector Infrastructure Investment Strategy, and transformational projects that influence ministry-wide infrastructure planning •Develop and implement ministry-wide policies and processes for capital investment priorities, facilities infrastructure, accommodations, and capital submissions. •Advise senior leadership on financial, economic, and strategic matters related to capital planning, leasing, and infrastructure investments. •Oversee the ministry's annual infrastructure planning cycle, ensuring alignment with government directives through effective coordination of capital and lease planning and approval processes. •Conduct research and analysis including feasibility studies, market trends to support decision-making. •Prepare cabinet submissions, financial forecasts, economic models, and business cases, and lead cross-functional teams to support strategic communication, long-term planning, and operational excellence.
What you bring to the team
Capital and business planning expertise:
You have: • experience with financial, economic, real estate development theories and practices • expertise in multi-year capital planning, financial modeling, and business planning • ability to understand and apply legislation, regulations, and policies governing capital planning
Strategic leadership and project management skills:
You have: • project management skills to lead multi-disciplinary teams through complex initiatives involving multiple departments/teams, ensuring deliverables are on time, within scope, on budget and meet goals • strategic thinking and problem-solving skills to align corporate objectives with business strategies • leadership skills to manage diverse functions and staff schedules
Research, data and procurement skills:
You have: • experience in research, data analysis, and information management to understand financial impacts • understanding of procurement, infrastructure and construction management processes
Judgement and analytical skills:
You have: • ability to assess economic and fiscal implications of strategies • skills in evaluating spending trends and making recommendations • ability to manage and resolve issues • tact and diplomacy when working with stakeholders
Influencing and communication skills:
You can: • develop and deliver effective presentations to senior management and influence strategic decision-making • write clear, concise and professional business materials, including briefing notes, reports, and submissions tailored to different audiences • manage consultations and build consensus to meet client needs • build, strengthen and maintain partnerships with internal and external contacts, including Indigenous communities
