As the Manager of Operations, Training, Health & Safety, you will play a crucial role in overseeing the development, implementation and monitoring of programs that support fire protection services throughout unincorporated regions of Ontario. You will lead and support a dynamic operations team, manage day-to-day operations, and maintain strong relationships with NFPP fire services and other stakeholders throughout the province. This position requires a solid understanding of fire protection services, exceptional leadership skills, and a commitment to fostering a respectful and efficient workplace.
The Strategic Planning, Procurement and Logistics Manager role will lead the critical support services of procurement, planning, and logistics and warehouse operations for the NFPP. You will lead a multi-faceted team that supports program operations and lead long term financial and resource planning for the NFPP. This individual must excel in planning and data analysis to ensure consistency with OPS, ministry and operational performance measures to contribute to program and organizational growth. Additionally, the role demands strong analytical and communication skills to support the coordination of resources and ensure operational readiness of fire protection equipment in a constantly changing and highly complex program.
Please note: As this is a hybrid position with the requirement to be onsite 3 days per week. This position also requires frequent travelling. The Operations, Training and Health & Safety Manager role is open to candidates in Thunder Bay and Sudbury while the Strategic Planning, Procurement and Logistics Manager role is open to Thunder Bay candidates.
About us: The primary function of theOffice of the Fire Marshal(OFM) is to minimize the loss of life and property from fire by assisting municipalities and fire departments to improve fire protection and fire prevention services. By administering the Fire Protection and Prevention Act, 1997 (FPPA), the OFM supports the functions of municipal fire departments through a variety of advisory, training and instructional programs. The OFM also administers the Northern Fire Protection Program (NFPP). NFPP fire departments provide fire protection services throughout unincorporated Ontario. The OFM advises the Ontario government on standards and legislative developments that relate to fire protection and fire prevention. The OFM distributes a variety of publications for use by the Ontario Fire Service, i.e., Ontario Fire Service Messenger and the Fire Marshal's Communique. The OFM administers an awards program for Ontario firefighters and presents annual fire safety awards to citizens, firefighters and organizations under the sponsorship of the Fire Marshal's Public Fire Safety Council.

As the Operations, Training, Health & Safety Manager you will: • Directly manage and oversee fire protection services, including supervision of a team providing daily support to NFPP fire services and communities. • Ensure strict compliance with the Fire Protection Prevention Act and program policy by interpreting legislative requirements accurately and providing guidance accordingly. • Maintain adherence to all legislative provisions in all operational activities. • Collaborate with all sections of the Office of the Fire Marshal to develop and update operational policy.
The Strategic Planning, Procurement and Logistics Manager will: • Directly manage the business planning process, including fiscal and resource management. • Oversee a team responsible for implementing program goals, budget and purchasing. • Oversee all aspects of operational support services such as equipment readiness and distribution. • Collaborate with all sections of the Office of the Fire Marshal to ensure program goals are aligned with organizational initiatives.

Communication and stakeholder relationship management skills:
• Proficient in managing external stakeholder relations, specifically within the fire service community, and internal stakeholders. • Demonstrates superior oral communication, consultation, and presentation skills to offer guidance and advice. • Shows comprehensive understanding of Government/Ministry program and policy implementation processes. • Exercises political acuity and integrity to handle complex situations. • Possesses excellent written communication skills for preparing diverse materials and correspondence.
Technical knowledge and expertise:
• Comprehensive understanding of fire prevention, protection, emergency management, risk management, and business management principles. • Leadership in integrated field and advisory program delivery across Ontario. • Advanced knowledge of Fire Protection and Prevention Act, Emergency Management and Civil Protection Act, and related legislation. • Expertise in stakeholder engagement and advisory roles for fire protection, prevention, and emergency management. • Understanding of government strategic directions, mandates, and initiatives related to community safety
Judgement and accountability:
• Implements strategies for integrated program delivery and services under general direction. • Provides consistent and quality advice on fire protection and emergency management across communities. • Reviews program effectiveness and recommends enhancements. • Makes decisions during emergency operations and represents the province in media responses. • Leads province-wide implementation of fire prevention, protection, and emergency management services.
Financial Responsibilities:
• Develop and manage the annual budget, ensuring alignment with strategic objectives. • Determine and allocate financial, material, and human resources to support program operations. • Prepare financial reports and ensure compliance with regulatory and financial policies.
