JOB SUMMARY

The mandate of Information Technology Services is to create business value by providing innovative and strategic technology solutions for the business operations of the City of Ottawa.

You are responsible for managing assigned high-risk/large-scale IT projects for clients and various day-to-day operational requirements relating to applications and other solutions that support the section and/or the business operations of the client group.

You also provide consultation and advice to the client group in the areas of project management, business analysis, process review and redesign, and the implementation of new/enhanced processes, technologies, applications and/or other solutions. In addition, you work in conjunction with other IT sections to ensure the availability, reliability, accessibility, and performance of applications and/or other solutions.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Computer Science, Business Administration or related field

Minimum of 5 years of progressively responsible experience in managing multi-stakeholder, cross-disciplinary IT projects including: managing multiple business-specific and enterprise technologies; managing in-house developed and COTS (with proprietary, Oracle or SQL) applications that support client needs; leading projects with extensive integration requirements with other applications, including public-facing applications, content management systems and other backend business systems. Must include at least 2 years of experience in supervising staff and conducting business analysis and process review and redesign.

Subject matter expertise in a variety of business areas such as payroll, human resources, public works, health, emergency services and other municipally-provided services is desirable

CERTIFICATIONS AND LICENCES

Project Management Professional (PMP) certification is an asset

KNOWLEDGE

  • Project management methodologies, tools and standards (e.g. PMBoK), including methodologies, standards and tools specific to IT
  • ITIL service delivery framework, including ITIL processes and best practices (including change management processes)
  • The department's IT Project Life Cycle, and policies, standards, procedures and processes that pertain to the work activities
  • Techniques, methodologies, System Development Life Cycle, and best practices used in systems design, development, testing, implementation and maintenance
  • IT security practices
  • The City's technological environment (including development, testing and production environments, and their infrastructures) and related technologies/tools (such as .Net, SQL, Oracle, SOA, SAP and GIS)
  • The department's change management, release management and quality assurance technologies, tools and processes
  • Business requirement definition, and business process re-engineering and business improvement techniques
  • Workflow analysis, automation planning and process development
  • Data modelling techniques
  • Cost-benefit analysis techniques
  • Performance management techniques
  • Quality client service processes
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
