Deliver on Business Goals and Priorities
Your leadership will be crucial in guiding the team towards the achievement of its business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry.
You will contribute to the achievement of team goals by: • Planning, managing and directing several staff at multiple geographically dispersed locations in the development and delivery of technical services for highway construction projects, including grading, drainage and pavement rehabilitation, structural improvements, preservation management, and facilities. • Managing contract and procurement activities including contract development, tendering, contract management and contract oversight performed by in-house staff and/or contracted technical services. • Developing operational/multi-year capital work plans and managing annual project plans with budgetary control, resource management and effective stakeholder relations to ensure programs/services/operations are effectively delivered. • Providing technical liaison to Regional and Head Office staff, Municipalities, Ministries, the public and outside agencies. • Managing unit staff including hiring, performance management, and handling employee relations matters.

Mandatory requirements:
Possess a valid G Ontario Driver's License to travel within the assigned area
Leadership Experience:
• You have experience providing strategic direction, guidance and coaching to staff and/or project teams. • You have experience fostering an environment of high performance, learning, growth and continuous improvement. • You can engage team members in a positive and inclusive work environment, promoting innovation and creativity. • You have experience developing and implementing practical solutions to unique and complex issues. • You have demonstrated skills in managing financial budgets and human resources, including labour relations issues.
Technical Expertise:
• You have knowledge of Civil engineering, road design, maintenance, repair, construction policies, methods, standards and specifications, and understanding of drainage and road deterioration behaviour to identify and assess deficiencies, design, tender and administer project, construction and rehabilitation proposals, and make engineering and surveying calculations. • You can interpret and apply relevant legislation and policies related to infrastructure improvements, highway operations, drainage works, municipalities and unincorporated areas to apply and interpret to staff, contractors, management and other ministries. • You have knowledge of the ministry and government procurement and contract principles, to support the preparation, administration and obtaining of services and resolve conflicts in support of the delivery of the ministry's commitments and promote government objectives. • You can acquire knowledge of relevant emergency management legislation, policies and procedures and the Occupational Health and Safety Act to ensure adherence to safe working practices and procedures.
Program Management Skills:
• You can develop, organize and direct program delivery and project management by evaluating the conditions, preparing scope and cost reports, and coordinating the preparation of contract documents based on priority. • You can acquire knowledge of OPS fiscal and procurement practices, policies, and procedures to manage budget forecasting and manage the negotiation of contractual agreements. • You can acquire knowledge of the ministry and government procurement and contract principles, to support the preparation, administration and obtaining of services and resolve conflicts in support of the delivery of the ministry's commitments and promote government objectives. • You have strong analytical skills to authorize the development and implementation of plans and supervise high profile and time sensitive projects. • You can review and evaluate new/existing policies and related legislation for relevance and application to the area, and provide recommendations to senior management. • You can anticipate and identify potential key issues that have an impact on the program at the area level; follow issues management and communications protocols and aid in the development of responses to issues, including complaints and concerns.
Communication and Relationship Management Skills:
• You have excellent relationship building skills to promote effective engagement with stakeholders. • You can liaison with the public often in a contentious and sensitive environment, contractors, municipalities and other agencies with tact and diplomacy. • You have interpersonal and team building skills to provide leadership, monitor performance and promote excellence in customer service and team performance. • You can represent the ministry by leading and/or participating on corporate and special projects, task forces, policy forums, committees and working groups both internally and externally, including broader public service and external stakeholders. • You have strong oral and written communication skills including briefing and supporting materials and presentations.
