The Health Services I&IT Cluster provides information management and information technology solutions that enable and support the business requirements of the Ministry of Long-Term Care, Ministry of Seniors and Accessibility and the Ministry of Health, and its agents. PRSB is responsible for developing, maintaining, and modernizing core I+IT solutions for the Ontario Health Insurance Program (OHIP). It oversees the receipt, processing, and adjudication of payments for physician services and healthcare programs, while also maintaining authoritative registries for OHIP and healthcare provider registration. Additionally, PRSB supports Service Ontario's delivery of subscriber-specific eligibility programs, including the Northern Health Travel Grant and prior approvals for medical services both in and outside the province.

What can I expect to do in this role?

As a Senior I&IT Architect, you will:

• provide expertise and leadership in information technology (IT) architecture in a number of the following domains: business, technology, applications, security and/or information and includes enterprise architecture frameworks, strategies, methodologies.
• assist and support the planning, design, delivery and implementation of architecture solutions and deliverables for large scale, complex, multi-year I&IT projects and initiatives required to meet the critical business requirements of our ministry client(s).
• define, evaluate and lead the development of value driven architecture policies, standards, guidelines and best practices affecting multi-ministry/cluster initiatives aligned with the ministry business/programs.
• collaborate with other OPS IT and external partners in the procurement (i.e., planning, design, delivery and implementation) of architecture solutions for large scale, complex, multi-year I&IT solutions and services required to support ministry business/programs.

How do I qualify?

Knowledge

You have:
• expertise in I& IT enterprise architecture (including architecture domains such as Business, Application , Solution, Integration, Technology, Privacy and Security), IT strategies, enterprise architecture principles/methodologies and mechanisms/techniques
• experience developing strategic technology plans and roadmaps, including business capability planning
• an understanding of corporate architectural governance review processes, including but not limited to stream lining, simplifying and enabling agile architecture governance approaches
• knowledge and hands-on experience of Service-oriented Architecture, security and user identification/authentication services, Cloud Computing Technology (Iaas, PaaS, Saas), GoCloud Infrastructure (such as Microsoft Azure, Amazon Web Services platform, and OpenShift Container), Business Analytics/Intelligence, Portals and Mobile services, Managed File Transfer Sevice, Common Data Services/ETL, Virtualization, Converged Infrastructure, Application Development and Performance Management (i.e., DevOps), and others
• knowledge of business process and data modelling, analysis, re-engineering and transformation
• experience in distributed and GoCloud-based application design/development and understanding of software, hardware, architecture frameworks, and corporate technology and trends (e.g., SOA, IOT, ETL, cloud architectures).
• experience with project management methodologies (e.g., Waterfall, Agile), governance processes (e.g., architecture checkpoints, project gates), and deliverables (e.g., logical/physical design collateral, blueprints). Knowledge of the OPS Unified I&IT Project Methodology (UPM) is an asset.
• extensive knowledge and experience in designing and integrating large, complex, highly available, mission critical API and cloud-based solutions (PaaS, SaaS, IaaT, etc)
• knowledge of fundamentals of Docker containers and containers orchestration platforms such as Kubernetes, OpenShift
• extensive knowledge, understanding and experience in large, complex, highly available, mission critical batched processing solutions hosted within a zOS platform with numerous integrated subsystems
• knowledge and experience with Information Management - data design and management, database development such as Oracle, DB2, SQL, data warehousing such as ETL, design/ development and related technologies
• working knowledge and hands on experience in microservice design on secure gateways and integration platforms (XML and API gateway, Service Mesh, etc)
• experience leading the integration of AI to resolve complex business challenges and requirements, to improve the user experience and business goals and objectives.

Research and Analytical Skills

You can:
• develop architectural solutions to meet complex, multi-year plans, spanning multiple internal/external stakeholders and broadly defined business objectives
• resolve significant integration and technical issues to address multiple systems/applications linkages interdependencies and impacts where requirements are not initially clear
• research and recommend innovative application, data and systems architecture alternatives with integration strategies
• plan and coordinate all phases of complex multi-ministry/cluster architecture, design and implementation for systems supporting both internal/external clients and stakeholders, and be able to translate business vision into a roadmap that leads to successful solution implementation
• develop appropriate performance measures that are adaptive and responsive to address the continuous introduction of new and emerging technologies, use of unfamiliar or unproven technology, broadly defined or undefined business and systems requirements

Leadership Skills

You can:
• provide guidance and training to project teams and consultants retained for design, architecture and project implementation activities
• lead and help developers see the value of the enterprise architecture and understand how to use technology successfully in driving business results
• provide technical guidance to unit systems staff; schedule activities, explain procedures, develop learning plans and monitor work progress
• establish effective working relationships, obtain buy-in for systems design and development, promote design and architecture options of systems to senior management and stakeholders, to obtain decision making
• lead project status meetings and other cluster/corporate committees to discuss/determine strategy for architecture priorities and change management directions
• lead the assessment, evaluation and adoption of COTS and third-party products and services, integration with solutions and develop materials to obtain approvals; and performs other technical duties (e.g. producing software code, developing proof of concept (POC) solutions)

Consultation, Collaboration and Facilitation Skills

You can:
• consult with multiple stakeholders and clients to advise on technical issues
• facilitate discussions on both a business and technical level among stakeholders with different interests
• encourage participation in the systems design and implementation process
• negotiate customer service agreements and resource requirements with client senior management and other IT groups to minimize service delivery issues
• provide advice and recommendations to stakeholders, management, and staff regarding most effective design, architecture and system implementation strategies, enabling ministry business/programs to achieve targeted strategies and objectives.

Communication Skills

You can:
• present and recommend IT strategies and solutions to senior management and stakeholders
• provide advice regarding approaches to contentious design architecture and implementation issues
• deliver presentations to clients and stakeholders and interview highly skilled IT professionals
• lead planning sessions with corporate IT groups and stakeholders
