Position Summary

Reporting to the Manager, Housing & Homelessness, the Housing Programs Administrator (HPA) is responsible for the administration and oversight of a wide range of federal, provincial, and municipal funded initiatives. This position is accountable for program and policy development, project management initiatives, and development and oversight of service delivery standards. The HPA is the lead and champion of the housing portfolio under their responsibility and must possess a thorough knowledge of all housing portfolios within the housing division.

KEY DUTIES AND RESPONSIBILITIES:
Manage the operation of the centralized waiting list unit. Ensure applications are administered in accordance with legislated requirements, that applicants receive quality and efficient service, and make key decisions regarding legislation and interpretation.

Responsible for social housing and homeless services and work with funded service providers, support staff and the City's technical support team (IS&T) to ensure the shared social housing and homeless services databases are effective for required business functions and that data quality meets the established standards to ensure complete and accurate reporting to Council and the community.

Responsible for the procurement of housing development projects under the capital works program, housing support, and homeless services from private and non-profit organizations, by following the corporate purchasing policy, inclusive of the preparation of legal agreements and financial analysis.

Develop and implement housing administrative practices and policy for all housing programs to ensure compliance with provincial legislation, regulations and guidelines and local policy and compose Information and Recommend Reports to City Council and Committees or other reports for public consumption for necessary approvals.

Managing direct reports to accomplish departmental objectives by assigning work, setting schedules, resolving problems, reviewing audits, and identifying appropriate individual goals aligned with individual capabilities, work requirements, and organization's vision and strategic plans.

Qualifications,Competencies

3 year diploma/degree in Human Services, Business Administration, Urban Studies or related field.

3 years' experience in human related services.

3 years' experience in a leadership role or supervising staff.

Preference will be given to those with experience in social housing and/or homelessness.

Skills, Abilities,Work Demands

Proficient knowledge of Housing Services Act, 2011 and related legislation, MFIPPA and municipal procedures

Demonstrated knowledge of the Housing First model an asset

Intermediate proficiency skills in Microsoft Office Suite

Required to obtain and maintain a satisfactory criminal record check.
