Reporting to the Vice President PMO, the Director PMO (Design & Construction) will provide leadership to a group of talented Project Managers and Coordinators within the Project Management Office (PMO). The business leader’s primary areas of work will be project management for typical design project lifecycles: initiation, planning, procurement execution, monitor and controlling and close out. You will oversee a portfolio of projects ranging from simple improvements to those of significant scope and complexity. Some examples of typical projects include: civil infrastructure (roads and services), transit infrastructure (rail), interior fit outs, renovations, roof replacements, HVAC improvements, building demolition and building additions. As the leader you will be responsible for the overall management of assigned projects to both you and your team, including meeting prescribed objectives within the scope of cost, time, performance and safety.

Responsibilities
• Lead a team of project management, contract administration, construction, site monitoring, cost control, engineering, and architectural functions.
• Oversees a portfolio of CAPEX and OPEX projects, with significant and complex scope.
• Will manage a portfolio of projects in excess of $50M.
• Collaborates with project managers, external consultants/constructors and project stakeholders during all project phases to ensure business objectives are met and projects are delivered efficiently, safely, on time and budget.
• Ensure project management discipline is applied throughout the project lifecycle and appropriate documentation is kept:
o Initiation - Project Charter, Project Purpose and Goals, Project Scope, Communication Plan, Planned Methodology, Milestone Schedule, Target Budget and Cashflow.
o Planning – Detailed Project Plan inclusive of Technical, Schedule, Cost, Quality, Safety, Risk Operations, Maintenance and Commissioning requirements
o Procurement – Consultant and Contractor RFP documents. Consultant and Contractor Contract documents.
o Execution - Design and Technical Report Submissions from all disciplines not limited to architectural, mechanical, structural, civil, landscape, signals, trackwork, signage, passenger flow, geotechnical, environmental, quality, operations, maintenance, noise and vibration; Permit and Approval Submissions; Construction Management Plans; Detailed Budget; Detailed Schedule; Risk Management Matrix; Resource/Staffing Submissions
o Monitoring and Controlling – Updates to Project Performance Metrics (schedule and budget actuals, forecasts, CPI, SPI, % complete, risk likelihood and magnitude); project reports; Payment Certificates; Change Orders; Contract disputes; critical design and construction approach changes
o Closeout – Handover package to Asset Management inclusive of As Builts
• Ensure PMO controls, methodology and processes are abided by across the project portfolio.
• Report regular on performance metrics across the portfolio. Implement corrective actions with the project team in the event slippage is notice across any metric.
• Accountable for the assigned Project & Portfolio budget and ensures achievement of budgeted cost objectives.
• Establish and maintain regular touchpoints with external and internal stakeholders, updating regularly as well as on an as needed basis.
• Establish relationships with key internal and external stakeholders to ensure project success. External stakeholders would include Authorities Having Jurisdiction (Municipalities, Transit Providers, Environmental Agencies, Utilities)
• Act as WEG’s primary point of contact for external stakeholders looking to perform design and construction activities on site.
• Arrange and execute regular and ad-hoc Executive level reporting, presentations and communications.
• Familiarity with industry standard contracts (i.e. CCDC, OAA, Consultant SAs) and have the ability to assist Legal in order to minimize project risk.
• Previous experience with master service plans and site wide functional service reports.
• Be able to collaborate with the Operational and Asset Management groups to ensure seamless project solutions.
• Oversee and lead procurement activities.
• Lead by example to exhibit, encourage and motivate WEG’s Values and Beliefs
• Seasoned professional with track record overseeing complex project execution (in Civil, Facilities and Transit).
• Support the VP-PMO in the growth of the PMO team and professional development of the PMO team members.
• Support the VP-PMO in fostering the industry knowledge of the team and promote the use of innovative means and methods during execution.
• Promote Woodbine Entertainment Group at Industry events.

Qualifications
• Engineering degree with a P.Eng
• A Project Management Professional designation (PMP or other) is a strong plus but not required.
• An individual who has a minimum of ten (10-15) years progressive related experience.
• Ability to recommend creative solutions to complex situations that you might not have encountered before - even if they go against the grain.
• Ability to embrace chaos and a flexible attitude.
• Strong analytical and problem solving skills with proven ability to understand trends and develop recommendations.
• Ability to take a broad, organization-wide (“big picture”) view when making decisions and solving problems, anticipating future needs and identifying potential opportunities and challenges.
• Strong negotiating and interpersonal skills.
• Ability to manage multiple personalities and stakeholders.
• Proven knowledge of Municipal and Provincial Codes and Standards.
• Proven knowledge of the Site Plan and Building Permit process. Direct experience with the City of Toronto and Town of Milton a plus.
• Proficient with MS Office Suite (i.e. Excel, Project, Visio, Word), Bluebeam and Autocad.
• Proven knowledge with Project Enterprise Management software is preferred.
• No prior knowledge of the horse racing industry is required.
