Job Profile

There is an opening for a Two-Year Contract for the Access and Privacy Specialist within the Corporate Services Department, Clerk's Division.
The Access and Privacy Specialist is responsible for administering access to information and protection of privacy under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). This is a two-year contract position, supporting the organization's compliance with privacy legislation, managing access requests and appeals, conducting Privacy Impact Assessment (PIA's), providing guidance on privacy-related matters, and ensuring the proper handling of personal information.

Reporting to the Supervisor of Information Management and Archives, this position is responsible for, but not limited to, the following duties.

Access to Information Requests and Appeals:

  • Process and respond to Municipal Freedom of Information and Protection of Privacy (MFIPPA) Access and correction requests within legislated timelines.
  • Respond to enquiries from Staff and Public.
  • Assist with clarification of requests and provide guidance.
  • Follow-up with departments regarding relevant materials and legislative timelines related to MFIPPA requests.
  • Review records, apply exemptions and redactions, and provide recommendations on disclosure.
  • Track and monitor all requests maintaining accurate and up-to-date records of requests, responses and any related correspondence using FOI Assist.
  • Provide regular reports on request volumes, response times, and compliance metrics.
  • Research Orders from the Information Privacy Commissioner (IPC) on how to apply exemptions under the Act.
  • Research Legislations and Municipal Procedures on processes related to MFIPPA and Privacy.

Privacy Impact Assessments (PIAs):

  • Assist with conducting PIAs to assess the impact of new projects, programs, or systems on personal information privacy.
  • Assist with providing recommendations to mitigate privacy risks and ensure compliance with applicable legislation.

Privacy Compliance and Monitoring:

  • Gather information in preparation to assist with the creation, development or revision of policies and procedures related to MFIPPA.
  • Assist and conduct research on Access and Privacy Issues including complaints, appeals and privacy breaches.
  • Assists with the design and delivery of MFIPPA training and ongoing education training programs on FOI procedures to ensure compliance under the Act.
  • Assist with requests for Video Surveillance.
  • Assist and advise on privacy issues related to video surveillance systems as a member of the City's Corporate Camera Compliance Team. Assist with the design and implantation then maintain both internal and public MFIPPA web sites.
  • Assist with the creation, review and maintenance of the City's Personal Information Bank (PIB).
  • Assist with annual MFIPPA reports to senior management and Council.
  • Prepare Yearly Annual MFIPPA Report to Information Privacy Commissioner.

Navigating complex organizational dynamics, understanding stakeholder perspectives, and balancing legal, ethical, and reputational considerations. Exercising sound judgment and discretion while managing sensitive information and advising leadership is essential to maintaining public trust and ensuring compliance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).

Additional Responsibilities:

  • Assists with various Municipal Election Duties.
  • Provides support to the City Clerk's Department and performs other related duties.

Education

3-year degree or diploma in a related field (e.g., Records and Information Management, Library Science, Public Administration) with courses in access and privacy

Experience and Knowledge

Over 1 years, up to and including 2 years of previous related experience in the following:

  • Understanding of MFIPPA and what is required by the municipality.

  • Assistance with research, development and revising Access Polices related to MFIPPA.

  • Assistance with development and Training for MFIPPA Corporate training.

Your compensation

This position is within Grade 8 of the inside workers union salary schedule and the annual salary range is $75,202 to $79,934. Enrolment in Ontario Municipal Employees Retirement System (OMERS).

Hours of work

The current regular hours of work are in accordance with the Inside Worker's Collective Agreement, (35 hours per week), Monday to Friday with limited availability to work remotely.
