About Us


At the Safety Branch of the Department of Labour, Skills and Immigration, we are responsible for delivering effective and efficient regulatory management for the protection of the public and workers' safety through education, outreach, inspection and enforcement, equipment registration, permits, and licenses. Our staff of over 115 employees, located throughout Nova Scotia, do this by using the Pathways to Compliance to enhance compliance of provincially regulated employees, employers and contractors through setting, promoting, verifying and enforcing requirements under various pieces of legislation.

About Our Opportunity


As a Senior Business Analyst, you will report to the Manager of Information and Analytics Solutions, Strategic Planning and Accountability Division, Safety Branch. The Information and Analytics Solutions section is responsible for providing Branch wide information and systems services and support based on an Information Management model that improves operational and strategic decision making, ensuring appropriate governance by adhering to the vision and mission of the Safety branch.

You will be the first point of contact for program leads, management and senior executives who require information, analytics and system business analysis services such as definition of a need, requirement gathering, user research, analysis, business case and recommendations.

Primary Accountabilities

  • Make sure outcomes are aligned with branch vision and strategic goals and objectives by contributing to the link between current and future business models and delivering to the business architecture.
  • Challenge constructively and act as a critical friend to achieve solutions that are fit for purpose.
  • Facilitate collaboration and lead effective communication with all stakeholders to support design, build and delivery to meet the user needs.
  • Identify and compare the best processes or delivery methods to use, including measuring and evaluating outcomes using the best approach. Able to help teams to manage and visualize outcomes, prioritize work and work to agreed project scope.
  • Investigate problems and analyze options for new and existing services. Works with stakeholders to identify objectives, opportunities and potential benefits available and provide recommendations.
  • Analyze current services and processes and identify and implement opportunities to optimize these
  • Help to evaluate and establish requirements using relevant techniques such as gap analysis.
  • Apply a digital understanding to their work and can identify and implement solutions to meet assisted and accessible digital needs.
  • Be responsible for gathering requirements, facilitating setting of business priorities for change initiatives of medium complexity and managing and implementing requests for changes to baseline requirements.
  • Coordinate user acceptance testing with clients and assist with writing test plans when necessary.
  • Identify key stakeholders, tailoring communication to their needs, and work with teams to build relationships while also meeting user needs.
  • Strive to build and reach consensus of opposing views. Understand how to work with stakeholders and contribute to improving these relationships, using evidence to explain decisions.
  • Identify and engage with users or stakeholders to collate user needs evidence. Understand and defines research which fits user needs and use quantitative and qualitative data about users to turn user focus into outcomes.

Qualifications and Experience


This may be the right opportunity for you if you have a Bachelor's degree with a minimum of 6 years related experience (or an equivalent combination of training and experience) working at the Business Analyst level.

As the successful candidate you must be a strategic thinker - you see and understand the big picture, be self-directed, be a highly skilled facilitator, be a problem solver, work independently and as a member of a team, and value a diverse and inclusive workplace. The ability to exercise professional discretion, manage competing interests, and maintain effective internal and external stakeholder relationships are critical. You are a critical thinker with the ability to prioritize and action work under tight timelines and exercising sound judgement under pressure. You have the business acumen and passion to question and understand the business requirements and to make related recommendations to senior management.

In addition, you also possess the following:

  • Experience producing business analysis material (i.e.: process maps, journey maps, user epics and stories, estimations, business requirements and options analysis)
  • Demonstrated facilitation skills
  • Experience working with both business and technical audiences
  • Experience working with executive and management level staff
  • A proven track record of successful partner engagements
  • Solid written and verbal communication skills
  • Strong analytical skills demonstrated through past work experience

The following would be considered an asset:

  • Professional Business Analyst Certification.
  • Experience working with Agile delivery methodologies and Jira.
  • Statistics and/or Analytics experience
  • Change management experience
  • Experience in human centered design.

Pay Grade: PR 17

Salary Range: $3,107.16 - $3,649.33 Bi-Weekly
