About Our Opportunity

CSDS and the Department of Service Nova Scotia are tasked with transforming the province's Land Registry Program. This is a full-scale initiative that involves modernizing the process and technology foundations of the Land Programs function and moving to new business processes and models for service delivery embracing digital ways of working requiring adaptable technical platforms for delivery.

This opportunity is for an Agile Delivery Manager for the Land Modernization Initiative (LMI) team, where you will be part of the leadership team who will play a pivotal role in shaping the future of land registration in Nova Scotia. You will work closely with the LMI team to build a high performing team that is focused, motivated, and inspired to achieve project objectives and outcomes.

The manager will have regular contact with the senior leadership team, program owners, procurement, vendors, and other stakeholders, to discuss progress, issues, risks, mitigation plans and potential impacts.

Reporting to the Project Director, the Agile Delivery Manager ensures that proper attention is placed on the people, process, technology, and business aspects of the Program, and develops and enforces supportive methodologies, models, roadmaps, and standards.

Key Responsibilities

  • As part of the LMI Team, the Agile Delivery Manager is part of a multi-disciplinary team responsible for the delivery of modern services for the Land Registry program.

  • Promote a team culture that is open and transparent by default and provides opportunities for open sharing, demonstration, resolution of conflict, and constructive feedback. Encourage the team to experiment and make failure a safe part of learning.

  • Align the multidisciplinary team members around the team's mission, vision, and definition of success.

  • Establish and optimize delivery practices, processes, and communication channels. Encourage and facilitate continuous improvement of the team and create or tailor new ways of working as needed.

  • Manage the collaborative planning processes, prioritizing the work that needs to be done against the capacity and capability of the team and track progress.

  • Proactively manage dependencies, resolve blockers, escalate more challenging risks and issues as necessary, and get the best value against constraints.

  • Sets the pace for delivering products and services using agile methodologies.

  • Providing guidance to product teams on the phases of digital transformation (discovery, alpha, beta, and live).

  • Facilitate the Scrum process, ensuring the team delivers high-quality digital services. You will coach team members on Agile principles, remove impediments, and actively participate in Scrum ceremonies like daily stand-ups, sprint planning, reviews, and retrospectives to optimize team performance.

  • Ensuring that proper attention is placed on the people, process, technology, and business aspects of the Program, and develops and enforces supportive methodologies, models, roadmaps, and standards.

Other responsibilities include:

  • May be required to oversee multiple teams and workstreams, and report across the multiple workstreams.

  • Tracking risks and issues, along with mitigation strategies, along with resolving impediments and blockers, escalating more challenging risks and issues only as necessary.

  • Creating a team culture that is open and transparent by default and creating opportunities for open sharing, demonstration and constructive feedback.

  • Ensuring product teams are aligning with government standards, policies and controls.

  • Regular contact also occurs with technical and professional staff within CSDS to ensure that projects adhere to architecture, application support and security standard in the successful delivery of projects.

Education & Experience

As an experienced Agile Delivery Manager, you must have a relevant degree and at least six (6) years' relevant experience. You can demonstrate with evidence experience:

  • Applying agile and lean practices (e.g., SCRUM, SAFe, or Kanban) and helping teams to decide the best approach.

  • Setting up the agile environment your team needs to build and iterate a user-centred service.

  • Helping teams to manage and visualize outcomes, prioritize work, and work to agreed minimum viable product (MVP) scope.

  • Designing operational processes for the running and maintenance of products or services throughout their lifecycle.

  • As a leader in a fast-paced environment, strong organizational and management skills are essential to prioritize and direct work under tight deadlines. You exercise sound judgement with diplomacy when under pressure.

  • Skills in consultation, team building, process facilitation, business relationships and group leadership are critical to success in this role.

  • The position requires excellent written, oral communications and presentation skills. Excellent interpersonal, organizational, analytical, and management skills are essential.

Additional Information

This is a term, full-time vacancy with an anticipated end date of March 31, 2027. The appointment status ('term' or 'casual' is dependent on the start date of the successful candidate).
