Job Summary
Dalhousie University is a member of the U15, Canada's group of top 15 research-intensive universities. In FY2023-24 Dalhousie administered over $250 million dollars in research funding from a growing and diverse research portfolio includes partnerships in both the private and public sector nationally and internationally. Reporting to the Director, Research Security, the Manager, Research Security Implementation will be responsible for the implementation of strategies to meet the research security objectives of the University relating to research, innovation, and commercialization activities.
Key Responsibilities
  • Coordinates the implementation of the Government of Canada's Policy on Sensitive Technology Research and Affiliations of Concern (STRAC), including the identification of Sensitive Technological Research Areas and affiliations with Named Research Organizations.
  • Collects data related to Conflicts of Interest and Conflicts of Commitment as it relates to Research Security and coordinates the submission of Researcher Attestations as required.
  • Conducts open source due diligence on potential collaborators in accordance with the Government of Canada's National Security Guidelines for Research Partnerships .
  • Develops risk mitigation strategies and commitments in line with Dalhousie processes and presents these strategies to external funders.
  • Coordinates the completion of regulator requirements related to research and knowledge security (i.e. regulations outlined in the Controlled Goods Program and the Contract Security Program) as required.
  • Maintains awareness of the entire research and knowledge security portfolio, including domestic and international trends and assists in the development of specialized tools to advance Dalhousie's research security framework and agenda.
Note
The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work) as agreed by all parties based on operational requirements and university guidelines.
Required Qualifications
  • Undergraduate degree in a relevant field with a minimum of five years' experience in positions addressing administrative, process, and data collection in large complex organizations (or an equivalent combination of training and experience).
  • Must be able to meet the requirements to be a Designated Official per the Controlled Goods Program guidelines.
  • Must be able to meet the requirements to be an Alternate Company Security Officer per the Contract Security Program guidelines.
  • Experience working in a sensitive and complex work environment involving the protection of personal information.
  • Tact, sensitivity and diplomacy, and well-developed interpersonal skills are essential for dealing with researchers and various stakeholders both internal and external to Dalhousie.
  • Must be able to advise on processes and procedures along the breadth of the complex research and knowledge security framework and complete complex and sensitive actions in a timely manner.
  • Proficient technological skills in MS Office suite, financial spreadsheets, database management, and electronic file transfer.
Assets
  • Demonstrated experience in conducting open source due diligence.
  • Demonstrated experience in developing risk management strategies.
  • Experience acting in the role of a Designated Official or an Alternate Company Security Officer.
