Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

The Supply Chain Management Shared Service (SCMSS) is a new organization that supports health services delivery across Manitoba by contracting, procuring and distributing supplies, equipment, and services to service delivery organizations (SDOs) across the health sector.

The Supply Chain Analyst will play a key role in the new SCMSS within Shared Health and provide on-going analytical support to deliver value, drive innovation, mitigate supply risk, and improve supplier performance, and may be assigned to work across the areas of category management, client services, distribution and logistics, procurement services or value analysis.

Main Function

The Supply Chain Analyst will:

  • Conduct cost and data analyses required to support SCMSS deliverables relating to category management and contracting, client services, procurement, data management, distribution and logistics, and value analysis.
  • Support the execution of the SCMSS strategies and plans by gathering technical, business or clinical requirements and supply functionality.
  • Gather, interpret and summarize data, conduct comprehensive financial analyses and develop reports and presentations to inform business or procurement decisions delivering best overall value.
  • Develop, use and maintain standard templates and process documents.
  • Support activities within the assigned work areas aligned with the provincial collaborative procurement governance model.
  • Engage directly with internal and external stakeholders including administrators, clinicians and vendors to facilitate contracting/category management, data management, procurement, value analysis or other assigned SCM functions in compliance with internal standards and processes while maintaining a high level of client service.

Experience

  • 3 years of experience working in a supply chain environment, preferably within the health or public sector, including an appropriate combination of:
    • Supporting contracting and contract management.
    • Conducting cost/data/spend analyses and interpretations to inform supply chain decisions.
  • 3 years of experience working with analytical and reporting tools, preferably Python or R but additional exposure to SQL, SAS, ArcGIS, BOBJ or Cognos Tableau, Power BI is an asset.
  • 3 years of experience working with supply management modules in enterprise resources planning systems (e.g. Great Plains and SAP), electronic data interchange platforms, and contract management software applications and using advanced skills with general office software (e.g. Spreadsheets and word processing, presentation program and data visualization).
  • 3 years of experience implementing projects including familiarity with stakeholder consultation, gathering requirements, task breakdown, sequencing, defining roles and responsibilities, and reporting.
  • Experience with supply chain services in the public sector is an asset.

Education (Degree/Diploma/Certificate)

  • Post-secondary certificate or diploma in relevant disciplines such as supply chain management, data management, business administration or analysis, commerce, computer sciences or a related field from an accredited post-secondary education institution.
  • Additional specialized training in supply chain management, particularly category management and strategic sourcing an asset.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active member in good standing of an associated regulatory body as appropriate.

Qualifications and Skills

  • Demonstrated leadership capabilities at the staff level. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Familiarity with public procurement best practice, procurement cycles (tenders/RFXs, evaluation strategy, supplier selection, contract award, contract management, etc.), purchasing, contracting approaches, trade agreements and legislation including contract law, administrative law, UN model procurement law, and trade treaties such as Comprehensive Economic Trade Agreement (CETA), New West Partnership Trade Agreement (NWPTA) and the Canadian Free Trade Agreement (CFTA) are assets.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple client sites, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common, dedicated and focused time for planning and concentration can be scheduled.
