Main Purpose and Function
The Senior Project Manager, Civil & Infrastructure, is part of a cross functional, cross disciplinary team working with Design and Operation groups, multiple internal and external stakeholders, and partners to project manage both internal and external design-build of major civil infrastructure projects focusing on utility projects within the City. The position will be responsible for managing a team of unionized and exempt staff and will be ultimately responsible for all project management activities required for successful project delivery.
The position will be responsible for managing a portfolio of 3-6 projects, each ranging in value from $3 - $35M+. These projects are typically undertaken on major City arterials, and involve upgrades and/or replacement of critical sewer, water, electrical and street infrastructure to service long-term community needs and progress key City objectives related to asset management, service levels, sustainability, resilience, accessibility and supporting local and regional growth.
The position will adhere to the Engineering Department's project management framework and will develop, shape, and advance project and quality management standards across the Department and be responsible for their practical and consistent application through the client business units in which the role operates.
The position will report directly to the Senior Program Manager of Utilities and Construction Management. They will work in a matrix environment supporting client business units. This position will lead cross functional project teams which will include engineers, engineers in training, superintendents, engineering assistants, and other technical and support roles. The position will also manage third party consultants and/or contractors.
In addition to project team members and staff in the Project Delivery Branch, this role will work closely with project sponsors, the engineering leadership team, the department financial analyst and other City Departments (Risk Management, Supply Chain Management, Corporate Communications) and externally with groups such as Metro Vancouver, other municipalities, Vancouver Coastal Health, TransLink, Coast Mountain Bus Company, and various other community associations, agencies and stakeholders.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
