Main Purpose and Function

The Solid Waste Senior Engineer is a key leadership position within the Solid Waste Services branch, and is responsible for overseeing a variety of programs and projects to help achieve the City's Zero Waste and Public Realm Cleanliness goals. This position is responsible for overseeing a number of key focus areas including public realm cleanliness and recycling initiatives, the Street Cleaning grant program, and supporting Sanitation Operations (primarily street cleaning).

The position reports to the Assistant Branch Manager, Solid Waste Services, and manages a Civil Engineer I and Engineering Assistant III. Key contacts for this position include staff from the Solid Waste Division (including Solid Waste Services Branch, Sanitation Operations, Transfer & Landfill Operations, and Transfer & Landfill - Engineering and Environment), plus other Engineering branches and City departments, as well as external government agencies, non-profit organizations and community groups, Business Improvement Associations (BIAs) and the general public.

Specific Duties/Responsibilities

• Leads/supports a variety of new and existing programs/processes, such as expansion of public realm cleanliness and recycling infrastructure and programs, the annual Street Cleaning Grant program, an improved dumpster strategy, and Zero Waste 2040 implementation.
• Provides solid waste guidance and advice on policies, community plans, rezonings, development applications and solid waste systems.
• Develops and recommends practical, cost effective strategic and long range plans, operating and capital budget development/review/analysis/forecasts.
• Leads/supports analysis and planning to ensure continued delivery of efficient public and private waste collection systems in a densifying urban environment.
• Provides leadership, supervision and guidance to staff (junior engineers and engineering assistants), including hiring, work planning, assigning responsibilities, prioritizing and reviewing work, performance evaluation and management, attendance management, coaching, and mentoring.
• Collaborates on cross-departmental projects/initiatives and strengthening relationships with various internal and external stakeholders including operations, businesses and BIAs, waste haulers, non-profits, Metro Vancouver and regional municipalities; represents the City on external working groups.
• Prepares reports, memos and presentations, and presents to Council, committees and senior management.
• Responds to inquiries internally from other City departments and externally from businesses, media, and the general public.
• Manages various capital/operating projects/programs and associated budgets, including coordinating the work of consultants.
• Oversees and assesses metrics/trends/recommendations brought forward by junior staff for reasonableness and completeness and provides direction/support to implement changes or new systems.
• Ensures EGBC's Quality Management processes or other quality management frameworks are applied on projects/programs as required.
• Develops technical specifications, and evaluate proposals, tenders, and businesses cases for technologies, labour, materials, and professional services.
• Provides coverage for the Assistant Branch Manager and other senior staff as needed.
• Other duties/responsibilities as assigned

Minimum Qualification Requirements

Education and Experience:

• Bachelor's degree in Engineering with a Professional Engineer designation and minimum eight years related experience in municipal solid waste management, public works programs, project management and/or program and policy development, or an equivalent combination of education, training and experience
• Registration or eligibility for registration as a Professional Engineer in British Columbia
• Valid Class 5 driver's license without restrictions (recognized in BC).
• Previous experience supervising technical and support staff in a union environment preferred.

Knowledge, Skills and Abilities:

• Advanced knowledge of solid waste management and public works
• Technical and financial analytical knowledge and skilled in assessing/defining needs and objectives, complex/multi-variable problem solving, critical analysis and strategic thinking.
• Knowledge of project initiation, scoping, development and management relating to consulting, contracting, capital and operating projects.
• Ability to successfully manage projects and programs, including all aspect of budgeting.
• Skills in leading, managing and supervising technical support staff including: hiring, mentoring, training, motivating, conflict resolution, performance management, discipline and grievance management.
• Multi-stakeholder project team coordination, interest-based problem solving, and consensus building.
• Skills in building and maintaining effective working relationships with the public, outside agencies and staff, including operations.
• Ability to independently manage large workloads, set priorities, and multi-task effectively.
• Strong interpersonal, communication and organizational skills, including excellent written and verbal communication, report writing and presentation skills.
• Ability to apply Project Management methodologies and working knowledge of EGBC's Quality Management processes or other quality management frameworks.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
