Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Director, and part of the Indigenous Health (AH) team, the Manager Indigenous Health (IH) provides leadership in the delivery of IH services with a focus on coordination and integration along the continuum of care both within Fraser Health (FH) and with partner organizations.
Responsible for all aspects of planning, organizing and directing staff and activities, including representing FH when engaging with partner organizations, with the goal of improving health outcomes for Indigenous people. Manages the professional and clinical practice of assigned staff, the quality of client focused care, and the development and implementation of policies and procedures consistent with FH's strategic plan and the IH plan.
Leads or assists with projects, proposes new initiatives, liaises with other FH programs, and assists with engagement, communications and quality improvement activities.
Responsibilities
- Represents FH's IH Program at meetings with First Nations communities, First Nations Health Authority (FNHA), M�tis Chartered Communities, and urban Indigenous organizations.
- Leads project and initiative development through to implementation ensuring alignment with FH and IH objectives. Monitors and reports on progress of projects/initiatives. Takes correction action to ensure projects/initiatives objectives are met.
- Recruits and manages staff including performance evaluation, discipline and termination in accordance with current collective agreements and FH's policies and procedures. Participates in staff mentoring and development by promoting cooperative working relationship, positive employee relations and a continuous learning environment.
- Develops practices and processes to measure effective and efficient use of resources and quality of care provided. Provides direction and support to external Indigenous and community health service staff as required and deemed necessary to advance culturally sensitive care for Indigenous peoples.
- Makes recommendations to the Director on capital and operating budget plans for IH services. Implements and manages approved capital and operating budgets. Takes corrective actions as necessary.
- Provides leadership and direction on IH staff development, education programs and clinical training to ensure provision of high quality direct care when working with Indigenous people.
- Fosters partnerships and facilitates systems change in a complex cross-cultural environment by initiating change within FH and working with First Nations, M�tis and urban Indigenous partner organizations.
- Works with FH programs to enhance and improve Indigenous peoples' Patient Experience. Includes leading local efforts to enhance FH's capacity to deliver services in a culturally safe manner, implementing quality improvement measures, preparing and submitting relevant reports.
- Leads local efforts to enhance FH's capacity to deliver culturally safe services. Works with FH programs and Patient Care Quality Office to support resolutions to complex, emotionally charged and contentious issues where the perception of racism is often a factor.
- Identifies clinical and organizational opportunities for analysis, investigation and improvement. Develops and evaluates short and long range service objectives, policies and procedures for IH consistent with FH's strategic direction. Ensures collaboration with Indigenous peoples, including participating in priority setting for FH services consistent with IH Plan goals and objectives.
- Participates on behalf of IH in various FH projects and committees. Consults with outside parties in area(s) of expertise.
Qualifications
Education and Experience
Bachelor's degree in health care management or related discipline, with a minimum seven (7) years' recent related experience in the field of Indigenous Health, plus an extensive understanding and knowledge of Indigenous Health issues, protocols and health needs, including the physical, mental, emotional and spiritual needs of the client and community; or an equivalent combination of education, training or experience.
Valid BC Drivers License and access to a vehicle for business related purposes.
