PURPOSE:

Reporting to the Director of Public Works, the Public Works Project Manager is responsible for
ensuring the successful completion of assigned department specific projects. The position will oversee all
aspects of a project; from initiation to completion, while ensuring it is completed on time, within budget and
according to specified requirements. Core responsibilities within the scope of project management include
planning & organizing, team coordination, resource management, risk management, monitoring, measuring
performance, reporting, quality control and stakeholder engagement. Upon hire, the Public Works Project
Manager will focus on the assigned projects while representing Cowichan Tribes interests:
 Cowichan Weir Replacement: This project seeks to replace the existing Weir at Lake Cowichan with an
improved installation.
 Joint Utility Board Outfall Relocation: This project seeks to relocate the Regional Sewage Lagoon outfall
from the Cowichan River to the ocean near Cowichan Bay.


This is a permanent, full-time position and works in the office with moderate local travel as required.

COMPENSATION AND BENEFITS: Cowichan Tribes offers an excellent benefit and pension plan available after
successful completion of the probationary period. The position includes paid training, paid vacation and paid
sick leave. Depending on experience, the position starts at $52.93 - $56.70 per hour ($96,339.96 - $103,202.19
annually). 

RESPONSIBILITIES:


Planning & Organizing
 Define the project's scope, objectives and goals
 Break down the project into smaller, manageable tasks and milestones
 Develop a detailed project schedule and timeline; outlining deadlines for each task
 Identify and allocate necessary resources, such as personnel, budget and tools
 Establish a clear project plan that includes dependencies and critical path
 Other related duties a required

Team Coordination
 Identify and on-board external consultants, contractors and third-party vendors based on project needs
 Clearly define roles and responsibilities for each external partner involved in the project
 Facilitate effective communication between the project team and external partners, ensuring alignment
on objectives
 Coordinate and manage the workflow between consultants, contractors and any internal team members
to ensure smooth collaboration
 Monitor progress and ensure that external parties are meeting their deadlines and deliverables
 Foster a collaborative environment, addressing any issues or concerns that arise between internal and
external team members
 Ensure that all team members, including external partners, have access to necessary project information
and resources
 Other related duties as required 

Resource Management
 Ensure that all necessary resources (personnel, technology, budget etc.) are available and properly
allocated
 Track resource usage to prevent overuse or shortages
 Monitor the project budget; ensuring financial resources are used efficiently
 Ensures that Cowichan Tribes financial policies and procedures are adhered to
 Adjust resource allocation as needed to meet project demands
 Identify and resolve any resource-related conflicts or constraints
 Other related duties as required

Risk Management
 Identify potential risks (financial, technical, operational etc.) early in the project
 Assess the likelihood and impact of each risk
 Develop risk mitigation strategies and contingency plans
 Monitor risks continuously throughout the project and adjust plans as necessary
 Address and resolve issues that arise in a timely manner to minimize impact
 Other related duties as required 

Monitoring & Reporting
 Track the progress of the project against predefined milestones and timelines.
 Use tools (Gantt chart, project management software etc.) to monitor project status
 Identify any delays, bottlenecks or deviations from the project plan
 Provide regular progress updates to stakeholders, clients and the team
 Adjust the project plan based on performance data and feedback
 Other related duties as required 

Quality Control
 Establish quality standards for the project deliverables
 Monitor project deliverables to ensure they meet quality criteria
 Implement quality assurance processes, such as testing or reviews
 Address any defects, errors or gaps in deliverables.
 Ensure that the final product or result meets stakeholder expectations and requirements
 Other related duties as required

Stakeholder Engagement
 Identify key stakeholders and understand their needs, interests and expectations
 Set up regular communication channels with stakeholders and provide clear, consistent and transparent
updates
 Manage stakeholder expectations by addressing concerns and providing solutions
 Ensure alignment between stakeholder goals and the project’s objectives throughout its lifecycle
 Other related duties as required 

EDUCATION AND EXPERIENCE: (please attach all required documents)
 Bachelor’s Degree in First Nations Studies, Public Administration, Business Administration, or other
related field required
 5 years’ experience with progressively more management responsibilities and related project
management experience required
 Minimum 2–3 years’ working with external consultants, contractors or vendors in a project management
capacity required
 Certified Project Management Professional (PMP) designation preferred
 Experience overseeing budgets and completing reports required
 Experience working in an Indigenous community is essential
 Criminal Record Check required
 Valid BC driver’s license, satisfactory driver’s abstract and reliable vehicle required 

KNOWLEDGE, SKILLS, AND ABILITIES:
 Knowledge of Cowichan Tribes internal departments and programs
 Knowledge of Cowichan Tribes language, culture, customs, and traditions or a willingness to learn
 Knowledge of federal, provincial, municipal, and First Nations government and services
 Familiarity with contract management, including vendor agreements, service-level agreements and
intellectual property considerations
 Understanding of relevant legal aspects of working with external partners (e.g., compliance,
confidentiality)

Proficiency with project management methodologies
 Ability to create, manage and track project schedules using tools like Microsoft Project, Trello, Asana or
Wrike
 Ability to lead virtual and in-person meetings, facilitating discussions and resolving issues
 Comfortable using collaboration tools (e.g., WebEx, Zoom, Microsoft Teams) to maintain
communication with remote teams and contractors
 Familiarity with budgeting and cost management tools
 Understanding of budgeting and financial forecasting
 Experience with project documentation (e.g., contracts, project charters, status reports)
 Strong verbal and written communication, including the ability to effectively communicate to various
stakeholders
 Ability to write clear and concise reports, presentation and updates
 Experience with stakeholder communication, including managing expectations and addressing
concerns.
 Ability to negotiate with contractors, consultants and vendors to ensure desired project outcomes
 Ability to align external teams with the project’s vision and objectives
 Ability to resolve conflicts or disagreements between stakeholders while maintaining positive
relationships
 Ability to set priorities and meeting deadlines
 Ability to manage and prioritize competing interests from multiple external partners and internal teams.
 Ability to adept and adjusting timelines and schedules when necessary to accommodate changes in
scope or resources
 Ability to identify potential issues early, analyze root causes and implement corrective actions
 Strong decision-making skills to address challenges that arise during project execution
 Experience identifying, assessing, and mitigating project risks; including technical, financial and
operational risks
 Ability to maintain strict confidentiality and handling of sensitive information
