The Burnaby Hospital redevelopment project is a multi-phase project that will transform the hospital into a modernized medical and surgical health care campus. Phase one is slated to open in spring 2025 and phase two in 2030.

Highlights of the two-phase redevelopment project include:

  • Expanded Emergency Department with additional treatment spaces
  • New health care pavilion with 83 beds to support maternity, neonatal intensive care, medicine and mental health patients
  • New operating rooms, procedure rooms and recovery spaces
  • New acute care tower with 160 beds
  • New medical imaging department
  • New integrated BC Cancer Centre

Burnaby Hospital plays an essential role to those living in the community by delivering a variety health care services. Services and specialties include emergency medicine, intermediate-level critical care, medical imaging, internal medicine, hospitalist medicine, geriatric medicine, neurology, gastroenterology, palliative, psychiatry, oncology, outpatient clinics, and an extensive surgery program with anesthesia, orthopedics, general surgery, ENT, ophthalmology, obstetrics and gynecology, urology and plastics specialties.

Position Highlights

As a Leader Clinical Services, Delivery & Implementation - Redevelopment & Major Capital Projects you will advise on change strategies, approaches, and provide project and change services specific to the Burnaby Hospital Redevelopment Project. You will be an integral member of the Project Support and Results Office (PSRO), a component of the BUH Redevelopment PMO where you will be partnering with the Clinical Project Work stream and BUH site Operations to meet project deliverables and activities, including Early Implementation Initiatives, Operational Readiness, Transition and Handover. You will bring a systems view and apply tried methods and approaches to high priority large scale change initiatives. Your experience in strategic change and project management, and understanding of the healthcare system will be key to success.

  • Provide integrated project change leadership to the capital development team responsible for the design, planning, and implementation of the capital development transformation initiative.
  • Responsible for developing project management documentation such as Project Charters, Project Implementation Plans, and Change Management Plans.
  • Provides overall leadership, direction and supervision to assigned team members using effective management and leadership techniques including coaching, mentoring, skill and leadership development, performance management and team building
  • Evaluates and scopes new requests for service, develops statements of work, deploys resources and facilitates introduction of Capital Developments' Strategic Change team to clients
  • Lead development, maintenance and distribution of reports in relation to project management controls
  • Plan, implement, and improve project management best practices and tool sets to streamline project processes / procedures and maximize operational effectiveness.
  • Build strong relationships with the team, vendors, stakeholders, & ensure the delivery of effective, client-focused services

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Leader Clinical Services, Delivery & Implementation is accountable to provide leadership, direction and oversight for clinical program planning, development, implementation and evaluation consistent with the vision and goals of the Redevelopment and Major Capital Projects and which support Fraser Health's overall care needs.

Accountable for the development of a strategy which facilitates physician, patient and family engagement; the development of a comprehensive clinical service plan; the design and integration of clinical services to achieve desired clinical outcomes, and the evaluation of overall clinical program performance.

Ensures the successful implementation of clinical project deliverables which incorporate new service and care delivery models and programs which are well defined, operationally feasible, appropriately resourced and effectively implemented. Develops, leads and facilitates relationships with all levels of management and clinical leadership including clinical operations, project management, equipment procurement and information technology.

Acts as an advocate for clinical operations and a liaison to clinical operation professionals in the development of functional clinical space; participates in the development of strategic and operational planning; coordinates and works closely with clinical leadership teams, physicians, community representatives, internal/external stakeholders and public and private partners including consultants/consultant teams. Responsible for staff recruitment, management and performance with corresponding budgetary accountability.


Responsibilities


  1. Accountable to lead, direct and oversee clinical program planning, development, implementation and evaluation to ensure the development of strategies consistent with the vision of the site's Major Redevelopment Project, MOH and Fraser Health's overall care objectives.
  2. Ensures project objectives are accomplished through effective clinical project planning, integration, implementation, management, commissioning and transition initiatives. Ensures site platforms are integrated with clinical planning and implementation processes.
  3. Leads and plans the process for the development of all clinical and clinical service delivery plans to identify current and future program service requirements. Works closely with clinical and operations teams including physicians, clinical leaders and other health care professionals to identify and plan program and service requirements and to review and integrate service delivery models, clinical standards and operational guidelines for each of the assigned clinical services.
  4. Leads the process for developing, confirming and delivering the clinical specifications; ensures integration of clinical planning and decision making with the equipment and IM/IT planning components of the project.
  5. Provides direction on the development of integrated project charters, schedules and work plans to ensure successful implementation. Leads the development of detailed operational plans for clinical services and programs; prepares operational policies, staffing requirements, operating budgets and equipment requirements to ensure responsible and effective care delivery systems and services.
  6. Prepares recommendations on clinical services/program structure and resources required for approval; develops status reports, scope changes or decision requests as required.
  7. Negotiates and facilitates consensus with key stakeholders such as Integrated Redevelopment Operations Committee (IROC), FH leadership, Project leaders, contractors, and vendors.
  8. Leads and provides operational management and supervision of assigned staff such as project planning leads, project managers, project coordinators and other designated staff. Directs and supports teams throughout the project duration to ensure deliverables are established and met. Collaborates with Chief Clinical Planner, Project Management Office and Core Team leaders/members to achieve project deliverables.
  9. Develops, monitors and manages the project budget and ensures timelines and budgets are adhered to. Develops clear communication channels including; decision matrices and risk escalation processes.
  10. Manages project resources with regular status reporting to the Chief Planner, Project Management Office and other stakeholders as appropriate. Utilizes standard project management tools, methodologies, templates and risk mitigation plans for tracking and reporting progress.
  11. Participates in the overall procurement process which includes RFI's, collaborative meetings, design development and Request for Proposals (RFP) evaluation processes.
  12. Develops and maintains effective relationships with multidisciplinary teams and with corporate support teams such as Infection Prevention & Control, Work Place Health and HR.
  13. Liaises and works with various stakeholders and Fraser Health Communications to develop communication strategies regarding service delivery changes; prepares and presents to various groups on project status or issues.

Qualifications

Education and Experience

Master's degree in a health related discipline plus ten (10) years recent related experience in progressively more complex management roles in a clinical related area, including five (5) years recent operational experience in health care project planning/development with a focus on acute care service planning, integration and/or redesign; or an equivalent combination of education, training and experience.

Professional/Technical Capabilities:

  • Demonstrated experience in leading and implementing clinical initiatives within a complex acute health care environment, including experience in change management initiatives.
  • Sound working knowledge of clinical planning concepts, preferably with a strong focus on clinical planning, design, implementation, integration and evaluation of services. Ability to review and synthesize evidence-based research.
  • Demonstrated ability to define, lead, plan, direct, manage, implement and evaluate clinical programs and processes in collaboration with a variety of stakeholders.
  • Experience working within a capital project environment on project redevelopment initiatives, supplemented with knowledge/experience to develop business plans is a preferred/desired asset.
  • Demonstrated ability to establish project timelines and milestones; ability to facilitate and negotiate a variety of issues and achieve consensus among shareholders.
  • Demonstrated leadership skills with proven ability to bring about change in a proactive manner and in working with an interdisciplinary team as well as with clinical leaders.
  • Experience in leading and managing a team of professionals including managing budget and HR processes.
  • Demonstrated ability to work effectively under pressure with changing priorities and deadlines.
  • Proficiency in the use of a personal computer and applicable software applications including Microsoft project, excel, power point, access and word software. Demonstrated oral, written and presentation skills.
  • Proven ability to develop and maintain effective working relationships with others both internal and external to the organization.
