The Manager, Municipal Enforcement is required to coach, supervise, review work, and schedule the daily operations of the Community Peace Officers as well as conduct active enforcement and investigation of applicable Municipal and Provincial laws as required.

Duties and Responsibilities

Leadership and Supervision
  • Manage professional and competency development of staff, ensuring staff develop the soft skills and technical competency needed to succeed in their roles.
  • Manage performance of staff through coaching, mentoring and performance reviews, while providing insightful, motivating and constructive feedback.
  • Encourages an environment which fosters respect and teamwork, while motivating employees to achieve team and City goals and objectives.
  • Creates a culture that values, supports, and reflects diversity, equity, and inclusion.
  • Ensures that staff has the information and tools required to effectively complete assigned tasks.
  • Undertakes the necessary steps involved with the hiring process; trains staff and ensures optimal performance from all assigned staff.
  • Assign, monitor and review employee work including investigations, enforcement action, charges, and court briefs.
  • Maintain shift schedule ensuring appropriate shift coverage for approved service level.
  • Review and authorize time sheets, leave applications, and overtime.

Safety and Environment
  • Assesses, review, and develops Standard Operating Procedure’s (SOP’s) to provide a safe environment and efficient operation of the Peace Officers, staff and the public.
  • Ensures that all staff are participating and are actively using the City’s safety policies, procedures and systems.
  • Ensures regulatory compliance with all aspects of the facilities operations.
  • Ensures compliance with risk management, emergency procedures, Occupational Health and Safety Standards and security measures.
  • Participate in the City of Lloydminster Emergency Management program as required

Budget Management and Administration
  • Procures and purchases goods and services in compliance with the City’s financial policies.
  • Monitors both revenues and expenditures against the budget to ensure compliance with the City’s budget and Strategic Plan.
  • Develops, recommends, monitors, and controls operations, and capital budgets for Community Peace Officer team.
  • Determines departmental needs and recommends budget figures to the Senior Manager, Public Safety for final approval.
  • Understand the implications of financial decisions and impact on the department.

Relationship Building
  • Build and maintain strong stakeholder and customer relationships.
  • Develops and maintains effective working relationship with the public, businesses, industries, and other stakeholders.
  • Cooperate, assist, and work with other law enforcement agencies on a regular basis.

Communication and Customer Service
  • Address customer inquiries, concerns, and feedback promptly and effectively.

Regulatory Compliance
  • Ensure investigations and work standards are met and are completed according to applicable legislation, policy, and procedures.
  • Act independently on a daily basis on decisions regarding investigative and enforcement actions and outcomes relating to Municipal and Provincial law.
  • Testify and appear in Court as required.

Operations
  • Investigate peace officer code of conduct complaints and alleged policy violations within the Peace Officer Program.
  • The position is also responsible for making decisions, based on policy to ensure adequate service as it relates to the regular shifts and leave requests.
  • Report any significant policy deviations or work quality and standards issues to the Senior Manager, Public Safety.
  • Respond to complaints and conduct pro-active patrols of the community investigating the circumstances of alleged violations of applicable law.
  • Interview complainants, suspects, witnesses, and victims.
  • Take photographs/video, operate speed detection equipment, and other investigative equipment and tools including operating emergency vehicles.
  • Capture, control, and transport loose, injured, and dangerous domestic animals.
  • Lay charges, give verbal and written warnings, issue notices and orders, recommend and assist in mediation, tow, and seize vehicles and property.
  • Execute warrants and make arrests as required subject to the authorities granted in the Peace Officers appointment.
  • Complete and take daily investigational notes.
  • Enter and maintain investigation details and information on appropriate records management systems.
  • Complete and serve court documents such as violation tickets and tags, information, summonses’, subpoenas’, certificates of offences, and warrant release documents.
  • Complete and serve other appropriate forms and documents in relation to investigations and enforcement action such as, license suspensions, vehicle impound, sign seizures and animal impounds.
  • Conduct traffic control involving parades, processions, motor vehicle collisions and traffic related enforcement campaigns.
  • Complete witness statements as required.

Other
  • Other related duties as required.
Schedule:
This position works a combination of office based and outdoors in all weather conditions. Daily working hours include a combination of shifts including days, evenings, weekends and statutory holidays. This position may be required to be on call.
Qualifications:
  • Completion of a two-year post-secondary diploma in law enforcement or a related field from a recognized institution.
  • Minimum of 5 years of experience in law enforcement with 3 years of supervisory experience is required.
  • Current or ability to obtain a Community Peace Officer Level 1 designation from the Province of Alberta.
  • Physically able to make arrests, deal with disagreeable people, apprehend animals and defend against risk of potential physical altercation.
  • Must be comfortable working in an operational police station as regular exposure to several police related hazards occurs including but not limited to prisoner holding cells, firearms, exhibits (drugs, weapons), combative and emotional patrons.
  • Solid understanding of the use and operation of emergency vehicles.
  • Incident Command System (ICS) 300 training or ability to achieve within 18 months of hire.
  • Experience with radar/laser speed detection devices, in-car video camera, and animal capturing equipment.
  • A combination of formal knowledge and experience may be considered.
  • Ability to effectively lead and manage a team. Ability to troubleshoot with appropriate decision-making abilities.
  • Excellent written and verbal communication skills.
  • Self-motivated with the ability to work independently with minimal direction.
  • Strong time management skills to balance changing priorities while maintaining accuracy.
  • Strong interpersonal skills that allow for the development of collegial working relationships at various levels both internally and externally; ability to resolve concerns or complaints.
  • Ability to maintain a high standard of ethics and confidentiality.
  • Ability to build and maintain effective working relationship with the public, businesses, industries, companies and other city departments with a strong focus on customer service.
  • Strong communication and presentation skills, both written and verbal; the ability to speak clearly and concisely is essential.
  • Demonstrated team player approach; ability to create an effective working environment for cohesion and staff retention.
  • Strong computer skills in areas such as Microsoft Suite including: Microsoft Outlook, Word, Excel, and policing information systems with the ability to operate computer equipment in a mobile environment.
  • A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract is required. This position may be required to operate a personal or municipal vehicle for business purposes.

  • Must possess, or obtain, and maintain RCMP Enhanced Reliability Clearance
  • Pass Physical Abilities Requirement Evaluation (P.A.R.E.) or equivalent as specified by Alberta Peace Officer Program manual
